The steering wheel of the BMW X3 is locked as a result of a dead battery.

The interior light and central locking system are functioning well, however the ignition light is not illuminating due to a malfunction in the switch mechanism.

If you are able to get access to tool 32, you may do an ELV reset in a very expeditious manner, taking just 1 minute. To find more information on how to perform this reset, you can search for 'tool 32 ELV reset' on Google.
I have successfully completed this task on several occasions.

Have you attempted to jumpstart the vehicle prior to changing the battery? whether such is the case, it would be advisable to inspect the fuses to see whether any of them have blown.
It is also important to examine the connections surrounding the battery, since the distribution block transmits electricity to various components of the automobile. Make sure that none of the connections have become loose due to any disturbances.

Instead of my prior advice, you may consider using an ELV emulator, which can be easily acquired on eBay.
These have been effectively used in your specific circumstances. Simply do a search on eBay for a BMW ELV emulator.
