Vibrations from the tensioner and 116D idling

After my son recently purchased a 116d LC1 with a B37 engine, I am now researching the known issues and becoming increasingly anxious.

Upon first glance, I did not notice any signs of diesel dampness in the wiring loom; however, I will need to examine it more closely.

My question is this: the tensioner and top right pully seem to be bouncing around constantly when the engine is idling.
Once revved past 2000 rpm, it becomes more smooth.
Is it the usual?
