Greetings, everybody. I am contemplating upgrading my corroded W208 230K with a W209 220 CDI. I am comparing two almost identical vehicles, one with a registration date of 2006 and the other with a registration date of 2007. The first vehicle does not meet the requirements for ULEZ compliance, whereas the second one does. Engines that are exactly the same. What is the reason behind this?
Are there any other potential issues or concerns that I should be aware of about these cars?

What is the cause of the fluid leakage in the automobile seen in the advertisement photo?
That seat has significantly deteriorated considering the mileage at 126,000.

However, it is in compliance with ULEZ regulations.

The vehicle will comply with Euro4 emission standards, which previously met the criteria for Low Emission Zones (LEZ) but does not satisfy the Ultra Low Emission Zone (ULEZ) regulations.

I have seen this phenomenon on several occasions with older diesel engines.

I am acquainted with another individual who has a 220 CDI CLK vehicle, which exhibits the same issue.
